Dr. Breny Mendoza examines today’s crisis of international law and liberal democracy through Adriana Cavarero’s concept of horrorism-state violence that destroys civilian life while dulling global ethical response. Focusing on the Americas, she contrasts the US’s rise as an “empire of the people” with Latin America’s fragile, colonial-shaped sovereignties and the persistence of the “homeland of the creole.” She argues that a radicalized Monroe Doctrine is reemerging as the U.S. seeks to maintain declining dominance and reinterprets the Westphalian state revealing its deep colonial foundations.

Dr. Breny Mendoza is a professor in the Department of Gender and Women’s Studies at California State University, Northridge.
